Commitment from government: the policy path for tidal View Bio
Trevor Raggatt joined the Energy Group in the, then, Department for Business, Enterprise and Regulatory Reform (BERR) in January 2008. With the creation of the Department of Energy and Climate Change in September that year his portfolio changed to focus on the emerging marine energy sector, within the Office for Renewable Energy Deployment. From November 2012 his role expanded to cover a broader range of technologies giving him lead responsibility for solar PV, anaerobic digestion, advanced conversion technology, hydro power and marine energy policy.
Trevor joined the Department of Trade and Industry in 1990 after studying Chemistry at Royal Holloway College (University of London) and carrying out post-graduate research in conjunction with BP. Initially he worked on both science policy and developing ultra-pure reference materials at the Laboratory of the Government Chemist, moving to DTI in London in 1992. In the course of his career, he has worked on a diverse range of policies including National Measurement Standards, UK civil space policy, Rescue and Reconstruction of Lloyds of London, UK & International Reporting and Accounting Standards, the UK's major reviews of Company & Partnership Law and, latterly, State aid (leading, amongst other things, on aid for environmental protection).

National Grid National Grid Perspective View Bio
Julian has worked for National Grid for the past 24 years. Through this time he has performed many roles within National Grid, mainly in the System Operator function both here in GB and in the National Grid US business. These roles and experiences have led to a deep understanding of transmission grid system operation, the challenges that this entails and the economic and commercial frameworks that support the operation of the network.

In his current role, Julian is responsible across GB for defining the future system capability needs, planning the year ahead and beyond system access requirements, supporting the economic cost benefit analysis for timely investments and ensuring that the future network design is secure and operable. Most recently, prior to this role, Julian was responsible for managing the current and future transmission connections to the GB transmission network and hence appreciates the challenges and risks that developers are taking in developing new generation projects and has worked to instigate changes that support the developers whilst balancing the National Grid and consumer risk.

Responsible for daily management and strategy. Hans has a degree in nautical science. His background is in ocean going tugboats and heavy lift vessels where he sailed on as a first officer, after which he worked many years in the offshore oil and gas sector. For 15 years he has been the managing director & co-founder of Teamwork Technology BV. This amongst others led to the deployment of the largest offshore wave testing device so far with the largest linear generator ever built, the Archimedes Wave Swing or AWS. The successful deployment near the coast of Portugal of this 2 MW wave energy generator in 2004 demonstrated the concept, after which it was sold to a consortium with Shell Technology Ventures. Many of the key personnel involved in the development of the AWS stood at the birth of the Tocardo technology, generator design and over-all concept. With this extensive offshore background Hans leads Tocardo with a focus on very low maintenance and high reliability which result in a total cost of ownership and a total cost of energy for Tocardo turbines that is lower than any other technology.

Giles Hundleby joined with nearly 30 years of design and development experience with engineering consultancy, Ricardo. He combines deep technical, engineering design and international market knowledge to make a difference to customers across the renewable energy industry.

A chartered Fellow of the Institution of Mechanical Engineers, with an engineering degree from Oxford University, Giles has encountered the majority of technical questions involved in a wide range of offshore applications and regularly helps clients get to grips with their practical challenges.

As Associate Director at BVG Associates, Giles has led projects to explore industry needs for R&D facilities, to assess the strength of the complete supply-chain for the wave and tidal sectors and to explore the impact of advanced industrialisation strategies on long-term cost of energy for offshore wind. He produced a ‘white-paper’ on the impact of the cost of finance on cost of energy for EWEA Offshore 2015. As Project Director of Ricardo’s Clean & Renewable Energy team, Giles has recent direct project experience with four of the main contenders in the >5MW turbine offshore market and was also involved in design, power take off and reliability modelling for wave and tidal projects. He fully understands the vital role that an integrated approach to product design and development plays in offshore renewables, whilst also being mindful of whole of life cost.
