He is a member of the Work and Pensions Select Committee and a Director of the Great Britain China Centre.

Richard was previously an airline manager, a diplomat and an investment manager. He has worked in ten countries, speaks eight languages and is a charity trustee.

Keith Collins is Executive Director of Sustainable and Renewable Energy at the Nova Scotia Department of Energy. He leads the Department on renewable energy, electricity policy, energy conservation, efficiency, and innovation. He is the government representative on the board of the province’s Offshore Energy Research Association (OERA).

Mr. Collins did his undergraduate work at Queen’s University (1983) where he received a medal in Political Studies; he received an M.A. at Oxford in Politics, Philosophy and Economics (Magdalen College, 1986); he is a Nova Scotia/Maritimes Rhodes Scholar (1983).

Keith has worked in sustainability and climate change throughout Canada and the UK; he led the development of Manitoba’s Clean Energy & Low Carbon Strategy including new hydro, wind power, energy efficiency, east-west transmission, heat pumps, and electric vehicles (EVs). He was also Co-Director of the London Waste Partnership (LPWAP); and Associate at the think tank Demos; and an Advisor to the Deputy Mayor of London.

In Canada, he held positions as Executive Director of Community Economic Development, Ontario Ministry of Economic Development and Trade; Economist, Ministry of Treasury & Economics; and was a founding member of Ontario’s first Green Industry Office.

In February, 2015, Mr. Mutsuo Fukushima assumed the post of the Leader of the International Coordination Team of the Marine & Environmental Industry Development Division, an arm of the Nagasaki Prefectural Government (NPG)'s Industry & Labour Department, at the request of Mr. Takaaki Morita, director of the division.

To live up to the duties entailed by this post, he has translated into Japanese various turbine technological documents as well as contractual documents and proposals submitted to the NPG by multiple foreign tidal current turbine makers and project developers intrested in implementing demonstration and commercial projects in Nagasaki's high-energy tidal current straits and channels, in close cooperation with Kyushu University Professor Emeritus Yusaku Kyozuka and Nagasaki University Professor Koumei Baba, who is concurrently director general of the Industrial Technology Center of Nagasaki.

In this capacity, he translated into Japanese almost all of OpenHydro's technological documents and PowerPoint presentation files to facilitate a clear understanding of its high technologies and aspirations by central and local government officers, influential politicians and industrialists of the business community.

He has also translated into English the NPG's own brochures inviting foreign floating wind and tidal turbine manufacturers and project developers to deploy their turbines at any of three central government-designated demonstration fields at the Goto Archipelago off some 100 kilometers off the prefecture's western coast. He also did a PowerPoint presentation on Nagasaki's tidal energy and floating wind resource at Nagasaki Univeristy's workshop symposium with Heriot Watt University in February.

He has accompanied Professor Kyozuka to assist in the academic's ADCP installment and recovery operations at the Naru Strait, one of the fastest-current channels at the Goto Islands, and bio-fouling experiments at the Hirado Strait, northern Nagasaki.

In addition, he has acted as an interpreter for delegations and representatives sent to Nagasaki from foreign turbine manufacturers, universities, environmental impact assessment companies and test centers, facilitating their cross-border communications with Japanese physicists, NPG officers as well as engineers and representatives from the Nagasaki Marine Industry Cluster Promotion Association, an industry body grouping some 70 member companies seeking to create, and bring to prosperity, Nagasaki's own marine renewable energy industry.

Prior to assuming the current post at the NPG, Mr. Fukushima worked as a journalist on the economy, politics and science beat, and then as an interpreter and a translator of scientific papers and medical dissertations. In February 25 and 26, 2014, he acted as the chief interpreter for Paris University Professor Dr. Francois-Jerome Authier, University of British Columbia researcher Dr. Lucija Tomljenovic, former Connecticut University research team member Dr. Mirna Hajaar and former Yale University Associate Professor Dr. Sin Hang Lee, director of the Milford Molecular Diagnostics Laboratory in Connecticut, at an international medical symposium in Tokyo and then at both the government's vaccine side-effects advisory committee hearing and a parliamentary hearing attended by the legislators of the ruling Liberal Democratic Party's Policy Deliberations Committee at the House of Councillors, the upper chamber of the Japanese Parliament.

Graduate of the Department of English Studies at Sophia University's Faculty of Foreign Studies in Tokyo, he was conferred a fellowship of the World Press Institute, Macalster College, in St. Paul, Minnesota, in 1992. While studying with the fellowship, he closely studied and observed the U.S. presidential electorial process of that year, when Bill Clinton defeated George Bush. Mr. Fukushima is the co-translator of "The People's Emperor: Democracy and the Japanese Monarchy, 1945-1995" by Professor Kenneth Ruoff of Portland State University, which was published by Kyodo News under the Japanese title, "Kokumin no Tenno." The Japanese translation drew wide social recognition in 2004, when the Asahi Shimbun Co. awarded "Jiro Osaragi Prize for Commentary" to the book as the best book in the social sciences published in Japan during the previous year. The original English book was published by Harvard University Press. His graduation thesis from Sophia University concerned the "Power and Glory" of Graham Greene.

He accumulated a wealth of engineering and concept development experience through previous roles in underwater research and sub-sea engineering in the oil and gas sector with Submarine Escape and Rescue Service (Australia), Subsea Offshore, Halliburton Subsea and Subsea7, as well as business development and corporate accountability experience through director and executive roles.

Tim has a BSc. in Marine Biology from Flinders University, an MBA from Bond University and remains a fully-certified submersible engineer, ROV pilot and commercial diver.

In 2009, Andrew Joined the Ministry of Defence and led the formation of the Defence Infrastructure Organisation and the subsequent privatisation of its management in a ground breaking outsourcing programme.

Andrew joined Tidal Lagoon Power in March 2015 to lead the company's international development. He holds a doctorate in marine science from the University of Wales and an MBA from the London Business School. He is also an honorary Fellow of the Royal Institute of Chartered Surveyors.

Christoph Harwood is the Commercial Director of Sustainable Marine Energy (SME), a dynamic marine engineering company, based in East Cowes on the Isle of Wight that has developed a platform for tidal energy converters, PLAT-O, that facilitates the right positioning in the water column to maximise yield and minimises installation and maintenance costs to deliver low cost tidal energy.

He has a deep experience of the renewable energy market bringing the lessons learnt from other sectors to the company and the industry. His primary responsibilities are for fund raising and business development, selling the companies solution, PLAT-O, to the sector.

Christoph ran his own environmental finance and strategy consultancy since 2009 building relevant experience not only in renewables but also in community energy, project funding and government policy. Prior to this he worked for UBS, in the Lloyd's insurance market, for the consultants McKinsey, and for Shell. He has a degree in Philosophy Politics and Economics from Oxford University and an MBA from Henley Management College.

On January 1, 2015, Lynn Blodgett founded Bigmoon Power. A company dedicated to developing a new technology to harness the moon's power through the tide and to develop a new, more sustainable business model in renewable energy.

On December 31, 2014, Lynn Blodgett retired from Xerox Corporation.

Blodgett was appointed to president of Xerox Services in January 2012. Prior to this appointment, he was president and chief executive officer of Affiliated Computer Services, Inc., A Xerox Company. He served as the leader of ACS - Affiliated Computer Services, Inc. - since November 2006. He was appointed a corporate executive vice president of Xerox when the company acquired ACS in February 2010.

Blodgett was instrumental in building ACS into the world's largest diversified business process outsourcing (BPO) and information technology (IT) services company with $6.5 billion of annual revenue and 78,000 people worldwide. In 2009, he was inducted in the International Association of Outsourcing Professionals' Hall of Fame for his work to transform the industry.

Prior to his appointment of president and CEO, he was executive vice president and chief operating officer. In this position, he was responsible for the company's broad-based business process outsourcing and information technology operations and solutions delivered to commercial and government markets.

Blodgett is a pioneer in the BPO market. In 1983, he and his brother co-founded Unibase, a data entry company acquired by ACS in 1996. The acquisition expanded ACS' capabilities in the relatively new BPO services arena. ACS created an entire service segment dedicated to delivering superior BPO solutions, and today this business unit is core to ACS' complete BPO service offerings. ACS has consistently grown and now delivers comprehensive BPO and IT solutions to all major industries and supports client operations in 100 countries.

He served on the Board of Directors of the Hydro Research Foundation and co-chaired the National Hydropower Association’s R&D Committee. Prior to that, he was the founder and president of the Interactive Marketing Institute and consulted with BGE (Baltimore Gas & Electric) and Price Waterhouse World Energy & Utilities Group. He was a charter board member of the Ocean Renewable Energy Coalition and currently serves on New York City Council’s “Green Exports Initiative” Advisory Council and his third term on the U.S. Department of Commerce’s Renewable Energy & Energy Efficiency Advisory Committee.

Michael is a highly experienced insurance specialist, with more than 20 years in the London and Bermudian markets, having helped to found a Lloyd’s Broker and a specialist renewable energy underwriting unit for the Ascot syndicate at Lloyd’s. More recently, in conjunction with renewable energy insurance veteran, Bill Lloyd, Michael set up Renewable Risk Advisers Ltd. to focus on the renewable sector, and with a particular focus on marine energy.

He has particular experience of the offshore renewable energy industry having also worked in a specialist engineering consultancy, Sea Roc, and as Head of Risk Mitigation for Narec Capital. He has a good knowledge of technology, engineering and marine construction /weather delay risks, as well as of the financial risks faced by projects, in addition to the requirements imposed by the various contracting and financing structures likely to be in place.

Michael’s clients have included a wide variety of developers, utilities, technology manufacturers, and other major firms across the energy sector, and more recently marine energy clients including Atlantis Resources, Meygen Ltd., Marine Current Turbines, Tidal Energy Ltd., Marine Power Systems and Aquamarine Power. Michael is a member of the Ocean Energy Forum Finance Steering Committee and of the Advisory Group of Wave Energy Scotland and has a Masters Degree in Finance from the London Business School.

Charles is a partner in our corporate and M&A group; member of the Clean Energy and Sustainability team and head of our North East corporate and M&A practice. He has a background in both private practice and industry having been a corporate partner at another large London based practice in addition to having held legal director and general counsel roles in the electricity and chemicals sectors.

Charles has advised national and international clients, both public and private, on numerous acquisitions and disposals of companies and businesses both in the UK and overseas, complex group reorganisations, as well as the raising and providing of debt and equity finance. In addition, while in the electricity sector, Charles gained experience of large outsourcing projects, capital asset procurement and projects work, including renewables. Charles has extensive knowledge of corporate governance requirements in both a FTSE 100 group and in a more entrepreneurial private equity environment. He also has multi-site supply chain experience from his time with an international chemicals group.

Examples of Charles' recent experience include:

  • Advising an international group forming part of a consortium which bought assets in the oil and gas sector in the UK

Dean Steinke is the co-founder and Director of Operations at Dynamic Systems Analysis Ltd, an ocean engineering consultancy and software company. DSA makes it possible for ocean engineers, naval architects, oceanographers - or anybody with business in the water - to assess the motions and loads on vessels, structures, lines, and technologies in marine environments using numerical modelling.

Numerical modelling is a constant challenge: it requires finding the balance between accuracy and and timely and indicative results. Dean is passionate about finding that balance and producing high quality dynamic analysis software.

Before co-founding DSA in 2006, Dean graduated from the University of Victoria with a Masters and Bachelor degree in mechanical engineering. At university Dean developed an interest in subsea robotics and ocean engineering by working offshore with the ROPOS ROV team.

Today, Dean has more than a decade of experience leading complex ocean engineering projects in ocean technology, marine renewables, offshore, defence and fisheries and aquaculture.

Dean now resides in Halifax, Nova Scotia, leading a team of engineers who work with companies from across the globe to solve dynamic ocean engineering problems.

Prior to this she spent 7 years as Head of Commercial Development at Aquamarine Power Ltd, where she secured contracts and investment from corporates such as BAE Systems, SSE Plc and ABB Plc. She also developed the initial market entry strategy for Aircraft Medical, a successful technology start-up, which now sells its medical devices in 35 countries. Sian is an internationally recognised regulatory expert; who has chaired several European and UK government advisory boards. Her PhD focused on governance and regulations for natural resource management in the UK.

He has been active in the Ocean Energy sector since 2004, when he began work consenting the world's first commercial tidal turbine, SeaGen, Strangford Lough for Marine Current turbines. Since then he has helped consent over 60MW of Ocean Energy projects including:

  • SeaGen, Strangford Lough (1.4MW) - Marine Current Turbines (MCT);
  • Sound of Islay tidal array (10MW) - Scottish Power Renewables (SPR) - both original consent in 2011 and revised consent in 2014;
  • Skerries tidal array (10MW) - Marine Current Turbines - agreement of consent conditions and monitoring;

  • Perpetuus Tidal Energy Centre (30MW) - PTEC Ltd.

Frank has worked in a number of countries in Europe and more widely in the world, including Bahrain, Oman, UAE, Indonesia and the Caribbean. In addition to Ocean Energy projects, he has managed and worked on a broad range of projects including oil and gas decommissioning, port and harbour developments (including dredging works), onshore wind and offshore wind, major marine reclamation projects, coastal management and the development and provision of technical advice to government and statutory agencies.

Andy Baldock leads Black & Veatch’s renewable energy team in Europe, and is currently heavily involved in Black & Veatch’s funders’ technical advisory work associated MeyGen Phase 1A, and previously led Black & Veatch’s work on the MRCF, MRPF, MEA and MEC for Carbon Trust. Andy led technical reviews on Pelamis in 2008, 2011 and 2014 as well as technical reviews on Marine Current Turbines in 2006, 2009 and 2011, and has worked on the technology development or technical review of c. 50 tidal current and wave energy technologies. Andy was the convenor for the IEC TC114 Tidal Resource and Characterisation Technical Specification published in 2015. Andy authored the Tidal Range chapter, and co-authored the Tidal Current chapter in the ‘Handbook of Clean Energy Systems’ published by Wiley in 2015.

I am Managing Director of Aurora Ventures Limited, Chairman of Mojo Maritime Limited and the Renewable Energy Association and a past Chairman of the Ocean Energy Group.

Currently, I am also involved in two new ventures, Gravitricity, an Energy Storage company, which has secured initial grant funding, and Fraenkel Wright, where together with Peter Fraenkel, we are doing consultancy specialising in Energy Policy, Energy Technology as well as pursuing a number of new ideas related to Renewable Energy.

Previously, I was one of the founders of Marine Current Turbines Limited, which is a leading tidal technology company. Prior to its acquisition by Siemens, the company developed and installed the ‘SeaGen’ 1.2MW tidal turbine which is operating in Strangford Narrows in Northern Ireland.

Whilst at MCT, I was responsible for raising over £38m of grant and equity funding. I also served on the Marine Energy Programme Board to formulate government policy and develop the market commercially and legislatively. This involved giving evidence to Select Committees and briefing various Energy Ministers and their shadows over an extended period of years.

I have also broadcast on marine energy, and more broadly on renewable energy both in the Uk and abroad.

I have an M.A. (Hons) in Economics from Edinburgh, and an M.Eng in Petroleum Engineering from Heriot-Watt. I started my career as an Officer in the Royal Navy, and then worked for nine years as a Venture Capitalist, where I was involved in a wide spectrum of industries and served as a director with a number of investee companies.

Aside from work, life revolves around family, sailing and skiing. I am a keen sailor, and more often than not to be found onboard my boat!

Henrik Stiesdal is one of the pioneers of the modern wind industry.

Stiesdal built his first small wind turbine in 1976 and in 1978 designed one of the first commercial wind turbines, licensed to Vestas in 1979. Stiesdal worked as consultant for Vestas until 1986, in parallel studying medicine, physics and biology at University of Southern Denmark.

Stiesdal joined Bonus Energy, later Siemens Wind Power in 1987, as design engineer. In 1988 he was appointed Technical Manager, and in 2000 Chief Technology Officer. He retired at the end of 2014.

During his 40 years in the wind industry Stiesdal has worked with all aspects of wind turbine technology. In parallel he has been engaged a wide range of other activities, including sales, manufacturing, project implementation, service and quality management.

Stiesdal has made more than 175 inventions and has been awarded more than 750 patents. In 2008 he was “Siemens Inventor of the Year” and in 2010 “Siemens Top Innovator”. In 2011 he was awarded the EWEA Poul la Cour Prize, in 2014 the German Wind Association Lifetime Award, in 2015 the

Danish Wind Turbine Owners’ Lifetime Award, and in 2016 the Danish PlanEnergi Green Award
